It's called a Lap Steel Guitar-This one sits on 3 legs.
And Yes--There will be sound-possibly with some vintage flanger thrown in !

You ARE going to be hooking that thing up to a 63 fender with reverb right? RIGHT? ;D
Reverb is so cool! My grandpa had a fender of around that vintage. It used 4 12inch woofers. Awesome sounding amp.
