Been chasig down some minor problems. Little bit of background on the bike, PO purchased the bike from the original owner who stored it in a garage for 20 yrs, only has 18,500 miles, PO also had the carbs rebuilt when he purchased the bike and since I've gotten a hold of it I've had a battery installed and changed the oil with new filter. Bike runs top notch and doesn't miss a beat. It'll slide me back in the seat a bit from a dead stop all the way through the gears but only gets up to 65mph and sits at 5,500rpm. I was curious is this normal or should it be able to go faster? The bike doesn't sputtered or appear to be choking for gas or air, also the speedo stops at 85mph if that makes a difference. Any info will be greatly appreciated, its not a problem for me but I was just curious.

I know this sounds stupid but I had the same problem and this was my solution.  Check your air filter if it is dirty replace it with a stock filter or better yet a K&N if you can afford it.  Remove the cover from the air filter opening (three screws) and use fender washers to hold the filter in place.  I will bet you will turn 8000 with ease.  I have never had my 650 above 105 and never above 8000 rpm.  Let me know how it works out

check the advancer behind the timing plate has free movement.

That's what I've been thinking about doing. It has a clean factory replacement filter installed. As far as the timing advance, it'll rev up to 7-8k no problem.

still see if you can rotate it by hand and it snap back into position. bike can rev with no load when timing is out.

Yes but in top gear it takes much more fuel/air to do.   it will break 100 no problem when u get it sorted out.
