this has come up from time to time,if you dissemble and clean your advancer,take note of these index marks,they can be reassmbled 180 out,the hitachi rotors you line up the dot with the logo on the base.

OMG!  I just stumbled on to this post tonight Dave.  I am just now at engine start up after my rebuild and my timing has been baffling the hell out of me.  Bike won't start and it's obviously a timing issue.  But my timing looks "180" out, which if my cam chain is installed correctly, and I'm 100% sure it is! shouldn't make any difference on this bike because of its 1.4/2.3 dual coil firing sequence...I think(?)...still scratching my head. My 1.4 points are opening when the 2.3 marks are in the window.  Stumped.  I finally walked away from it for a day or two to try and gather my wits.  I'm traveling at the moment.  Now I can't wait to get back home and look at the advancer.  I had the damned thing apart!  Man I hope this is my issue.  My head hurts from all the scratching!

Sweet!  That was it! I'm prouder than a three petered puppy!  Dave500 you are my hero!  Now on to:  why my headlight doesn't work, why my tail light stays on with the key on park, why my winkers arent blinkers, & why my #4 cylinder is running 50degrees cooler than the other three.  Ha!  Almost done!

Can the advancers be fully disassembled? I've tried doing it but the arms don't budge. The only thing removable are the springs and the circlips

Yes Hondaman disassembly and proper reassembly fixed my issue instantly. Bike fired right up. You can imagine how confused I was trying to figure out how a bike with a lost spark 180 out could be 180 out. Ha

Oh and yes to the second question. The outer sheath should be spinning freely on the inner shaft. If it was your arms would release as the outer sheath spins and you jiggle it up a bit. If that isn't the case yours is just frozen and needs soaking in penetrant for a while to free it. Mine was absolutely frozen when I initially tore my bike down. I soaked it to get it free then assembled it backwards by mistake. Hence my joy at finding Dave's post.
