I have hooked up my left control it seems that there is no power, when i hit the horn button nothing happens. Is the control supposed to be grounded to the bars somehow?

Yes, it has to be grounded. That is how the horn works, you push the button and it grounds the circuit out which causes the horn to honk.
This will help some also!!
