Carbs on cb500 '72 surging

So like many, I am back with carb questions. 

They've been fully cleaned, synced and has brand new plugs.
Using velocity stacks
Did 3k service
Needle to 5th position
110 jets
I had a bad surge at low rpm unless I punched the gas. And the old plugs looked like it ran rich. 
I now have my air screw out 2 1/2 turns (1 1/8 when started this) and it has smooth pick up for the most part now.

Should I change the jet size smaller again to bring the air screw back in?

After more searching, should I change my pilot jet to something smaller, believe they are 40 currently; or move my clip to 4th position?

Surging in a non governed engine is the result of lean, which will make the engine 'hunt'.    Set carbs to factory....if the surges continue, spray the intake connections with a mineral oil, mystery oil, something that will smoke when fired in the cylinder because air is leaking in from somewhere.  Eliminate the obvious before getting into carb issues...which you shouldn't have if they are set to stock and clean.
