Rear Fender Install ?

Went back to re-install my rear chrome fender on my 74' CB 750 K4 and can't remember how  ??? ??? Does the chrome fender go underneath the inner plastic fender or over it where it is mounted by the 2 upper bolts that go thru the rear cross brace or mount of the frame. It seems like the chrome fender fits almost too tight between the 2 rear frame rails? I know it should be an easy mount but seems like it's not going that way.

The black plastic goes underneath the chrome.

I'll try that, but with the threaded holes on the chrome fender, I thought it would go underneath the plastic inner fender so when the bolts where installed, everything would tighten up?

Do you have to squish in the chrome fender a little to make it fit between the 2 frame rails?
