Hi I'm just another old road warrior who recently inherited a 1971 750 CB. It is a late friend of mines bike. I've ridden Davidsons since the early 80s. My ride is a 78 Evo powered 4 speed kick start only Choppa
That is fast and loud it's been taking my abuse 8 years now. I got the 71 running today. It seems to get really hot in a short period of time. Peace 2 U

Maybe try this: change the oil to 20w50 Castrol 4T Motorcycle Oil and give it another try. These bikes are oil-sensitive, and too-light oils or those without zinc (and with too much detergent, like "V-Twins" oils) will cause many troubles.

As of today 3/13/2012 my original owner 75 CB750F has made it through 3 wives, er EX-wives. Free at last.  ;-)

About that oil .It doesn't want to stay in the oil tank. When I first got it I drained out what was in the bottom of the cases and poured back into the oil bag. And added 1 quarts 20-50 Napa oil. Now it has all disappeared again. Here's a picture of my 750 and my 90 and my choppa.

There is a check value that is supposed to stop the oil from the oil tank running down into the crankcase. Very common for them to leak, but not a big deal. Just change the oil and add the correct amount of oil and you will be fine. Always check the oil level when hot as the oil will be in the tank, but as it sits it will drain back into the case. What usually happens is someone not familiar with this check valve issue will check the oil cold and find it low and will add oil which then overfills it. They run the bike and have oil gush out all over the back tire creating a very dangerous handling issue. A member on this board does make and sell the check valve in case you ever want to change it out.

How much of that castrol oil do I need to get ? Wheres the filter at ?

About 3.7 US quarts of 20w50 Castrol 4T cycle oil many of us use. The filter housing is on the lower front of the engine between exhaust pipes 2 & 3. Be really careful not to strip the filter bolt or you will be in bad shape. Use a 6 point socket if it is the small OEM bolt. Previous owners had a tendency to over tighten them. The filter is still available from Honda. You mentioned your oil tank is usually empty, but there is a drain bolt on the bottom of the oil tank which should be emptied when you change the oil too. Both the oil tank drain bolt and crankcase drain bolt should have a crush washer on.

I'd like to get in contact with the person making the new check valves. I have a really hard time starting a motor with no visible oil in the oil tank.

When you remove the oil filter there is also a thin washer next to the spring. It usually sticks to the filter and can be thrown out. Watch for it.

Jerry I bet that washer is long gone :)  I don't think I have ever found it in place on any of these bikes.
