1978 CB750 Front Axle Cap torque and direction

The Classic Cycle service manual, nor the Haynes manual provide any direction or torque.

There seem to be arrows cast into the outer bottom surface, Am I to assume these point forward?
Does it matter which nut gets tightened first, like a handlebar clamp?
Torque value?

This is kinda critical that it be done right, I could pull out my old GS1000 manual, pretty sure it's similar.

Never mind, I found it in a 1976 owners manual.
Arrows go Forward
Tighten forward holder nuts 1st to 13-18 '#
Then torque rears to the same.

So much for service manual information. I guess they assume you have the OM
