steering head taper bearings

Hi   i am new to this site  and this is my first post   i am in the process of fitting taper head stem bearings   and i find the top outer cone is sitting  higher than the original  as its  deeper  so it protrudes  about 4mls above the headstock  is this normal or have i got the wrong bearings   also there is a spacer supplied with the bearings  and i assume it goes under the lower bearing thanks

Welcome.   You dont state what bike you have or which spacer you installed?
