1973 cb350F valve job question

Am working on a 1973 cb350f for a friend of mine. We rebuilt the carburetors , new spark plugs, rebuild front forks. Then that's when it got interesting.

She started right up but had a weird idle. At first I imagined a sync was needed, so we proceeded to attempt a CARB sync. It showed cylinder 3 with an erratic vacuum. After starting it again I noticed fuel blowing back out of the carburetor. This meant 1 thing to me. Valve adjustment must be way off. Starting with a cold motor I adjusted the valves and performed a compression check. All cylinder checked out except piston 3. tried putting a little oil to diagnose bad rings and was not able to improve the compression.

So the question. Can I perform a Valve job with out removing out the cylinder jug? I will inspect the cylinder once I am in there, but would prefer to not have to change the base gasket . Or should I just plan on removing everything including the cylinder jugs?

Yep you can pull the head without the jugs.  But its probably not a bad idea to replace the base gasket and rings with a home while in there
