Well it was probably caused by water and is a type of corrosion. Even though the product CLR will attack that kind of metal for a short duration you may find that it will help remove it when applied with a small paint brush. I played around with a corroded set trying different things for fun before.

Vinegar can be used.
I soaked my k6 carbs one by one in a pot with vinegar 12.5% model for 1 hour. Another pot with water and blew it dry with comprsesed air.

I'm using Power Kleen from Permatex (same company that makes Spray Nine) in my ultrasonic cleaner - it was recommended by them since it's non-flammable and will not attack aluminum.  So far I am very impressed by it.  It's available at Princess Auto.  Not sure how well it would work just as a soak without ultrasonic.  I bought a 22L ultrasonic so I don't have to split a set of 4 :D

Evinrude Top Engine Clean or Sierra Carbon Free, both are exceptional at cleaning carburetors and carb parts without damaging o-rings.

Yamaha Carb Cleaner, if you can still find it. Usually not sold but to professionals (toxic!)
