 Might be a 1977-78 Honda 750 emblem on the forks.  What ever the hell it is its loaded down with some pretty bling and cool paint. If its from Japan it seems there is some neat stuff going on over there.

Maybe it doesn't apply to motorcycles, and maybe in Kagawa they don't enforce it so much... but custom cars are pretty much impossible in Japan. There's an inspection every few years where almost everything must be as-built: tires, body, engine, exhaust. To have a custom car (and you will see them especially in Roppongi) you need to keep all the original parts removed, and restore the car to as-built for the inspection.

Bodi, theres a whole industry which does exactly that in Japan. They keep the stock parts at the shop, you come in every two years and they swap out all the parts. It gets expensive, especially if the car is highly modified. There is a huge sub-culture with highly modified cars.

denmark is the same...cars must be kontroled at 2 years intervall...motorcycles is only at ovner shift..as long it holds..
all must be as new sold..tuning is max 18%..and turbo is total forbitten...frame builds is no go..and import cars is taxed hard...so no build fun..at all

Wow, I feel sorry for you guys that are held back by government restrictions. I love having the freedom to modify and improve things. It comes with the responsibility of doing it safely. For example my 85' GMC S-15 came stock with the 2.8l V6 rated at 110hp. After I rebuilt the original block it is now making about 240hp and is much more fun to drive. 8)

Freedom to modify will eventually evolve into something else. Whether from parts unavailability, changes in fuel formulation, insurance and registration requirements or legislation.

It's not too restrictive over here, the cops get tough on young guys who lower their cars to the point where they scrape over cigarette butts (which are frowned on too, the government is trying to tax cigarettes out of existence, which isn't a bad thing, unless you're an addict) but if a car looks reasonably roadworthy, you're pretty safe, so there are a lot of "Sleepers" out there, especially old Toyota's with 500(+) BHP turbo engines under the hood.

Bike-wise, well you can buy a 200(+) BHP hyperbike if you want to go really fast, but if you want to build an unsafe abomination and expect not to grab the attention of the local Gendarmes, you're deluded. Many half arsed Cafe Racers sneaked thru the cheap "Club Permit" system when it was first introduced, before a series of incidents involving poorly modified bikes being involved in horrendous "fails" made the government mandate a proper "Roadworthy Inspection" is conducted prior to obtaining a club plate.

Once it's passed, there is no requirement to have it inspected again until you sell it, and that's (in the case of club permits) the responsibility of the buyer, not the seller, so I see the occasional abomination for sale cheap of Ebay or FB, with "No Roadworthy certificate", which usually means that they've done something horrible like chopping/welding their frames poorly, and the Roadworthy Inspector has told him to bugger off.

On the other hand, if you want to build a well engineered "special", get a licensed welder to do all your welding, and have him give you something in writing to say it was done by a qualified metalsmith, and take it to an engineer to give his approval, fill out a "VASS" form (can't remember what VASS stands for) and you can still get it legally registered. Of course,

if you get your bike registered before you start modifying it, unless you build an absolute abomination, it'd be unusual for the cops to take much interest in you. I like to think that it's all about safety and not bureaucracy, but sometimes there are some overlaps. I see a few Groms around the city and as much as I loved minibikes when I was 10, I can't really see the point now. ;D

Hahaha! I couldn’t get past those shoes either. Matching style on pants and jacket, customized little bike, then those plastic foot coverings.

I would not compares Grom with most minibikes.. way more room, better brakes, forks and other components. .

Ha ha, it's got 12 inch wheels and a 125cc engine out of a scooter Frank, sounds like every minibike I had when I was a kid, geez the wheels on my CL90 are bigger! They're for guys who'd love to own a real motorcycle, but don't like going fast! ;D

You may be thinking midi bikes and scooters ..
 A CT 70  is a big mini bike... a lot of minis had 6 inch wheels, folding bars..
 Fit in the trunk of a car, on the side if a helicopter,  they were quite small ..  like my 50 mini trial I had, and my Suzuki trial Hopper . And I had the granddad of all minis ... the Doodlebug.... still  have a frame,  fork, wheels of one of those .
 Yeah .. mini bikes.... not the bigger stuff
12 inch wheels on a mini... that was a British car..

 Or as Dundee would say.. this my friends , is a mini bike..... !       See pic
