I was looking at my bike today and right on the forks it says Department of Defense Registered Vehicle. What does this mean is it an old cop bike?

A DoD sticker is required if you live or work on a military installation , so a previous owner was in the service.

Its a 1977 cb550k. And I just remembered the PO was in the army quite a few years back.
