That "thing" looks like whats left of the breather element but can't tell for sure.  I can't tell you for sure whether you can do without it or not...I would guess you could because I have seen some cafe racers with nothing in that area.

I am having some problems with my blinkers too and a lot of what I have read point to a bad ground, dirty connectors, and malfunctioning winkers.  It looks like it had sort of an Army feel to that bike...what are you planning to do with it?  The more I look at that flat green the more I like the possibilities....hmmmm.

Good luck with it!

Its going to be hard to get any help on your turnsignals with out any info on what it does or doesn't do exactly along with are the bulbs good, where do you have power where you don't...

First check the fuse, make sure its good, the contacts are clean and you have power in and out of the fuse holder.

Second check all the bulbs and make sure they are good. The front will have two elements so make sure they are both good.

Now try it. What does it do? Did it blow the fuse? Flasher bad?...

Give us some feed back ;)

Yeah, that thing in the last pictures is called, I think, a Hoozy Whats-its...or Vapor Collector... one of the two. Hoses connect to it from the crankcase, breather box, and I think one other place, and it collects harmful vapors (condensation, evaporated oil...) before they make their way back into the environment and then recycles the gases back into the combustion process. There's usually a bit of a collection of nasty liquids inside the thing that needs to be cleaned out once in a while.

Can you do with out it? Yes. Will the tree hugging emissions people be happy with you? No.

Am I planning on getting rid of it with my bike? Yes.  ;) ;D ;D ;D

This is right. I think the another hose that connects to it is a hose from the bottom of the gas tank. I could be wrong but my 77 had this long hose under there and it stretch to where the collector once was. The PO must have taken it off.

By the looks of the bike, most of the connections are probably soiled. I would go through each connection with some contact cleaner and see what happens after that.

I just re looked at the pictures and it looks like you have a DOHC fuel tank and an aftermarket seat.

Looks pretty good.

That would make sense. Most state laws say that any rearward facing lights that are constantly on need to be red in color, so most factor bike of this era have only single strings bulbs with amber lenses.
