Electric Charge Can Change Freezing Point of Water

Interesting stuff.
Ever wonder why bridge surfaces can sometimes freeze above the temperature of freezing?

This may be the answer.

Is this a documented phenomenon?

It's clear that a bridge will freeze before the roadway because it doesn't have the Earth's core below it providing some heat capacity, but I didn't know that water on a bridge has been seen to freeze above 32F/0C (at STP).

Probably not in scientific journals but I had a boss that observed this phenomena on a bridge he was working on. Air temps were above 32F but water on the bridge from a freezing fog or rain froze on the bridge.

Had another friend that had a wreck on a bridge when they hit an icy patch and temps were above 32F.

seems like something that would have been tested a long time ago

Air temp doesn't really matter.  If the bridge temperature is below 32 from the cold night before water will freeze on it even if the air temperature is higher.

I was told there is a television in a museum, under water and working perfectly. it is pure water and there are no minerals to conduct the electricity.

That wasn't the case with the boss.

Yes, but that's just an anecdote with no actual data taken, so making any conclusions or even any claims is pointless. There are 100 different things that could have caused it.

i bet this phenomena is caused from waters induced dipole caused from the it's unique electronic configuration.  this property is the same one that causes water to become less dense when it freezes, allowing it to float, which is a strong factor in the ability for life on earth to survive.  water is one of the most interesting substances on earth, it's a wonder experiments like this haven't been documented publicly in the past...
