This is a no brainer. Like Andy750 says, parts alone are worth more than the CB650. That bike should be registered as 1969 model. The seat is post CB750K3 type but you can get a K1 type then change the covers for about $300. The original HM300 pipes would cost over $1000 but many get away with the cheaper HM341s. If I lived nearby, I'd give him two running CB650s.
