1-When I pull in the clutch, it doesn't snap back. It just stays pulled in. Is that right?
No.  There are some pretty hefty springs in the clutch pack that make engagement and lever return positive.
Have you adjusted at/on the cover?

2-When I twist the throttle, it stays in place. I have to manually un-twist the throttle. Is that right? The bike isn't running and hasn't in two years. (it has a new cable)
Not stock.  Though some remove the return spring for their own reasons.  I rather think it is unsafe.

 It looks like you have a F model bike and a K model kick start pedal. You need a kicker with an extension on it, like the one in this pic.

nope. i looked in the manual but couldnt find how to properly adjust it.

where does this return spring go you speak of?

i may have that kickstarter. i guess i just grabbed the one off the K model because it was shinier.
