CB650 Charging Troubles

Hey everyone! Thank you for all of the help -- I've been working on a 1981 CB650C and this forum has been super helpful.
I'm having charging troubles. I only get 13.0V at the battery at 5k RPM, and the AC voltage between the yellow stator wires only gets up to about 15V at 5K RPM. The rotor resistance and the voltage between the black and white wires leading to the rotor look fine.
I've replaced the rotor, stator, and stator brushes and I've cleaned the slip rings and connections. Haven't replaced the R/R because after checking it according to the flow chart (

), it looks fine.
Does anyone have any ideas why I'm not getting more voltage? Thank you!!

Check all your connections and make sure everything is tight, also make sure there are no breaks along the wires. That is assuming your R/R is good.

What was your rotor resistance measurement?
What voltage is being sent to the rotor at idle and 5K rpm?
Are you starting your troubleshooting with a fully charged, known good battery?
What voltage is the battery before you begin your voltage checks?

Are you using a stock regulator rectifier or a solid state unit?
