Details. The arrow apparently points backwards.
I'd say they were installed incorrectly and over-tightened. :(

 Is that specific to 1969 only?
I know I've seen it somewhere and did work on some real early ones, carb sync is a real PITA with 4 cables

I took apart those F2 forks and it was indeed PO who tightened those clamps down to 0 gap. Luckily nothing was furked up.
