1980 CB650 won't start--help?

Hey guys how's it going? I have a 80' cb650 that refuses to start. I bought a new battery, new spark plugs, I'm getting good compression, and cleaned out the carbs. It will crank but won't turn over! What am I doing wrong? I am getting gas leakage from carb #2 out of the accelerator pump. Is that what's holding me back?

No, this alone would not keep you from starting.

With that being said, you need 3 things to start:
1)  Compression (you claim you have this by way of what testing?).
2)  Spark (you claim you have new spark plugs, but did you verify that you have spark?)
3)  Fuel/air (you claim you "cleaned out the carbs," what does this mean to you exactly?)

So basically, you are right off the bat saying in so many words "I have everything I need to start, but it's not starting."  So first off, you should take a step back and re-evaluate and come to grips with the fact that what you thought was good or whatever you put a mental "check mark" next to, is maybe not so good. 

You solve problems by doing troubleshooting correctly and methodically.  If you want to chase your tail around and hope you get lucky then you can do it another way.  Here's what I would suggest for you if you want to solve your problem (and you will if you are serious about it).

1) Post pictures of your bike.  With pictures we can see your setup, modifications, what we're dealing with.  Some close ups of the engine, carbs, clearly lit, focused, and well framed.
2) Answer the questions above in the parantheses.

Please be honest, cause if you aren't you might just waste people's time who are taking the time to help you, and that wouldn't be very nice, would it?

+1 on harisuluv's advice about systematic and methodical troubleshooting.

A couple questions, in addition to harisuluv's:

Did it run before?

Have you changed anything?

How thorough were you with the carb cleaning? In other words, how far did you dismantle the carbs to clean them? I ask because if you didn't pull the slow jets and clean the ridiculously tiny holes in them, you will probably have trouble getting it started. The CB650 is jetted super lean, and you have to choke the crap out of it to get it started.

If your carbs are right, they wont leak.

Alright so with the compression test, I grabbed a compression tool from a shop and did as the manual told me. Check and make sure the compression is at 170 +_ 28psi. I was around 165 (engine is cold) so I figured that wasn't hurting me. The spark plugs were wet when I checked them. I checked the manual to see what the gap should be on my new ones and I set them to standard. I pulled out the plug, had it grounded to the engine, turned the key and got a spark once I hit the start button. With the carbs, I did need to take them out and clean them. I meticulously took all the jets out (except for the pressed in main jet), soaked them, and blew compressed air threw each hold. I may need to check the rubber on my accelerator pump again alongside my o-rings. I 'll definitely post some pictures soon. My father-in-law has it in his garage for a couple days.

This is most likely your problem.  If you don't take them out there is no way to visually verify they are clear.  Just blowing compressed air into an hole doesn't mean that a) it's totally clear and b) air even was able to go through the circuit.

Let's take into account that you have verified compression, and now spark.  Points to a fuel/carb issue even more.  While you had the plugs off I would have squirted some starter fluid into the cylinders and see if it started like that, then you could be very confident in a fuel issue. 

Good job doing the tests, you have basically almost got it figured out.  After that the fix is easy.
