Choke Behaviour

I have a 78 550K, recently been having some starting problems. Cranks over fine, sometimes will start, sometimes not at all. Wondering about the choke. I have always had to use the choke for cold starting, even when ambient temps are high. I recently put a new OEM choke cable on, which seemed to work fine. But when i put choke on and start, when cranks runs at very low rpm and sluggish idle for sometimes 15-20 seconds, then engine speed goes up as per normal while choke on. Shouldn't it crank with increased rpm immediately? Carb is adjusted  for stock, 1 1/2 turns out on mixture screws, never smell gas. Any advice appreciated.

When was the last 3000 Mile routine tune up check list performed?

The rail that the choke flaps are attached to (on the intake side of the carb) can get gummed up. When you pull out the choke, there is a spring that makes it so that the choke cable doesn't directly actuate the rail...as a result you can pull the choke out but the choke won't actually apply. I'd pull the carb and mess around with the mechanism to see if that is indeed the problem. At the very least, find that rail and try to lube it up where it enters the carb bodies.
