Did you test continuity on the blinker relay to make sure it's good? If so, then test to make sure you're getting 12v to the relay. and finally test to see if you're getting 12v at the turn signals. After that, I would check the grounds/earth connections on that circuit.
If all of those appear to be ok, then the problem may be with your turn signal switch. Try moving the switch all the way to the left to turn on the blinker and then slowly ease it back to the right a millimeter at a time, holding onto the switch while you're doing it. At the same time, watch to see if the blinkers turn on.
When we first rebuilt mine, I had to move it like that to get the turn signals on. So I took the turn signals off the bike and rebuilt them and cleaned up those connections at the switch to get them to work correctly. Now I don't problems with it.
