1.  Probably someone else doing something else.
2. It's the oregon country fair. There are a lot of people wearing the same amount of clothing, so it's no big deal, really.

for your GF:
I've seen him in the  Ritz, and yes.

He's not the other guy, though, and I can't find pics of the other guy... probably because people were possibly 'bothered' by him, but he'd walk around with various shapes/sizes/colors of danglies attached to his loincloth/manpouch/bananahammock.  I didn't personally even notice this trait of his until last year when he had a foot long (at least?!) rubber meat sword hanging out.  He apparently got around the (already really lax) "rules" by not having his real junk hanging out, but rather artificial junk?  I dunno.  It just looked weird and made kids ask their parents some probably uncomfortable questions.

Is it friction drive?
How hard is it to change a tire?
Could they not find a helmet for the old guy riding it?
