So I got some help from Hush... and I wanted to thank you very much for that.....
but in my noobness....I came across the next hurdle and said...Don't hit it with a hammer just yet.
I put the bearings next to each other as detailed

looks like I don't need the spacer as I'm level

so I proceed as the instructions shows..

tapped them down

but here's where I have a question..

Do I set this in the bottom of the frame with a rubber/plastic hammer?

I understand that I would then place the top bearing/gasket/race on the step and tap that down as well...?
