I don't see any water lines to or from, and far from enough material to pass enough water to pick up heat, and a dumb design if it were, unneeded if it weren 't.
Also only covers the ends of the engine. Again, worthless if it was, worthless if it weren't.

It's the CB750 equivalent of those plastic "chrome" wheel covers you can get for your steel car rims that have the fake disc brake rotor in the middle.

If you're talking about the only frame tube (the downtube from the steering head) that is a factory pop rivet. The gussets at that point are pop riveted from the factory, with the heads ground down and painted. On a really good one the rivets are virtually undetectable. If you sand off the paint or look at it just right in the light you can see the rivet heads, as in this picture.

The covers are most certainly chopper bling, as mentioned by others. I sold them back in the day.
