Many times if you leave everything together including the fork spring, guts and top fork bolt in place it will create enough pressure on the spinning part to come out. At least that has been my experience with the Honda. The other method is with a broom stick handle cut long enough to tighten down on the spinning end via the top fork bolt. Many guys have also had luck using an impact wrench to get it off. Good luck with it.

I made a tool to do this with my XS650.  The bolt head on the inside of the fork is something funky that you need a special tool to grip.  Yours may be similar.  I had one apart so it was a bit easier but it could be done in place.  Using a copper pipe and JB Weld I cast a socket to fit.  I filled the end of the pipe with JB and stuck it over the bolt head until cured.  There may be enough oil film on the bolt head so the JB will not stick after it cures or if not get some WD 40 down there for a release agent.
