I'm guessing it's a Lineman's tool...  Old fashioned carabiner for hooking onto power/telegraph lines?

Have you looked at any old tool sites?  Here in the Washington D.C. area there is a show twice a year.  The next time I go I'll keep an eye out.

It doesn't look to me like any kind of 'biner.  The latch would have to have a spring of some kind.  I do get the impression that prying is involved in using it.

It seems to me like a tool to grab a rope or steel cable. Not prying or turning, simply grabbing. But in that case, the handle should have some "knuckle" shape to increase gripping. Maybe in those years they didn't know what "ergonomics" was....

It's a latch of some sort.  It hinges on a bolt through the hole and latches to a hook or another bolt at the other end.

Swastikas weren't only symbols of good luck.  Symbolism goes back @ least to Vedic times in India (5000 BCE) where the movements of the "four directions" in nature (North-South-East-West) were supposedly represented. Buddhists (who came from Hindu traditions) also use this symbol.  American Indians used this symbol..long before European settlers..with similar meaning.

Unfortunately Hitler..Nazi's appropriated symbol as one of their claims to "divine intervention" for what they were doing in the 19 30's and 40's.  Kinda like s--tt--g on the symbol of the cross or the star!

As far as tool depicted is concerned..Don't know what it's specific use was.  But looks like some sort of "spanner wrench" function. Wonder if any of our Aussie or Brit brothers pick-up on that too?

If you could get a good look at the number you might have some luck with a google search.
Lookling at it i think it could be an early (could be pre war german even) spanner for a fitting like the adjusters on shocks or goosenecks on a push bikes something like this

As far as the American Indian version of the swastika: it is a mirror image of the one the Nazi's used.  I saw one tattooed on the back of an American Indian's hand.  The dude I was with was faster than I, and asked about it.  And while the 5 minutes I spent Googleing doesn't back it up, I heard somewhere that the word swastika doesn't only refer to the design we all are familiar with, but many different designs.
