If they have threads on them then why are they not removable?
It would have been a manufacturing decision for speed and efficiency of manufacturing using the technology available in the 1960's.
What if you broke one and needed to replace it?
If I were to break one then I might start to question my engine building skills...

I would wager that more of these intake spigots are damaged on removal than are damaged during normal use (or even during engine assembly) and are something of an "interference fit", similar to pipe threads from what I understand. Yes, they can be removed, but removing them just for the sake of removing them serves what purpose?
I would have recommended thread sealer (or even red Loctite) over anti-seize and suggested that they never be removed again.
