Probably wrong oil ;)
The oil bolt head is 12mm just to ensure to NOT use a looong tool and tighten it really hard.

 VICTORY !!  and congrats on working through that. Whenever I buy a Honda 4 project I always wonder of the oil bolt will come out easily and all the spark plugs. Have you tackled those puppies yet ?  The other problem part is the little screw made out of butter that holds the speedo cable to the drive on the front wheel  ;)

Yeah everything is pretty good!

When I went to fill the oil I only needed 3L which is weird because it says it needs 3.5? Maybe I need to run and get it circulated first

kick start it a bunch with ignition off.   fire it up.  run for 1-2 mins and shut it down. let it sit a few and check level again.

I think there is a niche market here for a filter bolt made with a 3/8" drive ratchet head on it. Can you just imagine... being able to buy an oil filter bolt that you wouldn't have to put a socket on because it ALREADY FITS YOUR RATCHET!! Whoa dude...

Update: I had a friend come over and try with the vice grips, he threw his back out.

You realize that it's easier to steady the motor and turn the vise grips as opposed to steadying the vice grips and trying to turn the motor around the vise grips?  ???  ;)  ;D

Two brothers I rode with in 1975, had theirs done that way, and they stuffed a 1/4  drive socket in their factory plug wrench and tacked it in place,  another good trick.

Hey do the math Jerry, if Dos dremelled the sides offa that bolt head, and then used a 14mm wrench to undo it, it already had a 17mm head bolt on it! Time to step up to a real man's oil filter bolt, methinks............. ;D

Pipe wrench will get it off quick fast, the more pressure you put on the wrench the harder it will bite into the stripped bolt head. Once it’s out, replace it.

I concur heartily... and a 12" pipe wrench, with a piece of pipe on the handle for a cheater will make it easy to get it in there, and then spin it out. Vise grips are good for some things, not so good for others... but they ARE good at rounding off the heads of bolts!
